Taylor L. Garcia, Ed.M, PMP

Founder + Lead Consultant at Prime Scholars, LLC

Taylor L. Garcia, a career educator, is the principal consultant at Prime Scholars, LLC, an Atlanta-based firm. Taylor has a strong background in K-12 education, project management, and data-driven strategy. She holds degrees from Dartmouth College (B.A.) and Harvard University (Ed.M).

Her work spans traditional public schools, charter schools, and nonprofit foundations, with a particular focus on lottery-based admissions and data-informed project management. She has led the design and implementation of enrollment systems, managed multi-stakeholder projects, and supported school leaders in streamlining operations.

Known for her strategic thinking and commitment to educational equity, Taylor brings both technical expertise and a collaborative approach to every project. She has deep experience in data strategy through fellowships with Harvard’s Center for Education Policy Research (Strategic Data Project) and MIT’s Blueprint Labs (Student Access and Quality Fellowship). Through Prime Scholars, she partners with organizations to deliver clear, effective solutions that support access, accountability, and impact.
